Before a driver can even get to the point of training to drive an LCV, he must complete the entry level driver training requirements which are required by all drivers who engage in interstate commerce.

The government also has a strong interest in making sure that commercial drivers stay healthy and practice their craft in such a way that does not endanger others. There are limits on how much a driver can drive. For example, a driver of a property-carrying truck is not allowed to drive for more than 11 cumulative hours following 10 hours off duty. That same driver is also not allowed to drive for more than 60 hours in a seven-day week for companies that operate trucks every day. Rules regarding driver hours tend to be very specific for each situation.

With regard to maintaining an activity log, records are required to be retained for a set length of time. For example, according to regulation 379.3 from the Federal Motor Carrier Safety Administration, records, reports, orders and tickets pertaining to freight weighing must be retained for three years. Another example is that freight waybills (documents issued by shipping companies that are used to account for freight shipment of goods) must be retained for one year. Not only must records be retained, but regulation 379.5 requires that the documents be protected from fire, flood, deterioration, or anything else that could cause them to be destroyed. Record maintenance is a serious concern for government regulators.

There are also regulations dealing with minimum standards for equipment operation on commercial trucks. One example is the requirement that all necessary lights on trucks be operational and free from obstruction. These rules protect both the driver and the population at large.
